YEAR 2000 SINGLE FAMILY STATISTICS, RACINE COUNTY
Preliminary estimates by National Association of Realtors show 94,600 homes were sold in Wisconsin during 2000; down 6.2% from the 1999 sales figure of 100,800. The shortfall was attributed in part to a 2000 fourth quarter that produced 7.4% fewer sales than the previous year's fourth quarter. Nationally, home sales on the year were down 1.2%, while the Midwest saw a decrease of 2.2% over 1999's yearly total. Preliminary % changes in MLS for year-end 2000 versus 1999 shows RACINE COUNTY down –8.3% and WALWORTH COUNTY down –11.5%. MY NOTE: Residential sales began to recover in mid-December in Western Racine County and are doing extremely well in the first quarter of 2001.

CIRCUIT COURT UPHOLDS COMM 83
On 2/24/01 Dane County Circuit Court Judge Nichol ruled that the WDOC acted properly in adopting changes to Comm 83, Wisconsin's septic system code. After reviewing more than 40 boxes of paperwork detailing the steps Commerce took in preparing the rule, Judge Nichol declared that the Environmental Impact Statement was sufficient. The plaintiffs have 90 days to appeal the decision. Although an appeal seems likely, representatives for the plaintiffs have said the decision has not been made. Since its effective date on July 1, 2000, the rule has been presumed to be valid and will continue to be until a court decides otherwise. Under the rule, counties continue to have the authority to delay the rule until January 1, 2003.
